"To save the lives of unwanted pets." Pet Over Population Prevention (POPP) is an all-volunteer organization in the Tri-Cities area of WA and Umatilla and Morrow counties of OR. We foster unwanted/abandoned cats and dogs until a quality home can be found for them. We advocate a "No-Kill" Community.
