312-263-4329 The Citizens Utility Board (CUB) is an independent agency representing the interests of Illinois residential utility customers in regulatory matters. CUB was created by the Illinois General Assembly in 1983 and is the state's only agency devoted to advocacy on behalf of residential utility customers. It has a staff of 20 and is funded primarily by the voluntary contributions of its approximately 100,000 member households. The organization's budget for 2004 is approximately $2.3 million.
